Under the goal of carbon neutrality in peak carbon dioxide emissions, green and low-carbon, energy saving and consumption reduction have become the focus of social attention. Recently, many local governments, including Shanghai, Hainan and Jilin, have intensively published 'road maps' such as peak carbon dioxide emissions implementation plans and related opinions and plans. Among them, many places indicated that they would build a pilot park with near-zero carbon emission.
Recently, the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone, located at the junction of Shanghai, Jiangsu and Zhejiang, released the Implementation Plan of Carbon Neutralization in peak carbon dioxide emissions, the Yangtze River Delta Eco-Green Integrated Development Demonstration Zone, and the Special Plan for Near-zero Carbon in Water Town Living Room. The relevant person in charge of the Executive Committee of the Demonstration Zone pointed out that peak carbon dioxide emissions's carbon neutrality work in the demonstration zone is an important starting point for implementing the national strategy of integrated development in the Yangtze River Delta, and the relevant schemes are aimed at providing replicable and scalable experience for exploring the coordinated implementation of peak carbon dioxide emissions goals, and providing strong support for the implementation of cross-domain coordinated development and 'double carbon' goals.

Focus on building a low-carbon development sample in the Yangtze River Delta
According to reports, at present, the main goal of peak carbon dioxide emissions in the demonstration area is to coordinate economic development and carbon emission control, maintain sustained economic growth, speed up the construction of a coordinated carbon reduction pattern with government-led, market-driven, industry-co-governance and participation of the whole people, and actively promote the transformation from 'double control' of energy consumption to 'double control' of total carbon emission and intensity.
Specifically, by 2025, on the basis of the completion of the targets set by the higher authorities in Qingwujia, two districts and one county respectively, we will strive to reduce the energy consumption intensity of the demonstration area by about 15% and the carbon emission intensity by more than 20% compared with 2020; By 2030, the whole country will take the lead in achieving the peak of high quality and steadily decline, laying a solid foundation for achieving the goal of carbon neutrality.
In this regard, the demonstration area will adhere to five principles: First, it will be integrated and coordinated to improve the level of green and low-carbon development. Adhere to the guidance of green and low-carbon transformation, and make concerted efforts in key areas such as energy conservation and carbon reduction linkage, construction of green transportation network, enhancement of carbon sink capacity, green and low-carbon access and carbon emission reduction accounting, so as to improve the green and low-carbon development level of the demonstration area as a whole. The second is to systematically promote and strengthen the integration and empowerment of policy and technology. Highlight the systematic integration of regional carbon reduction policies in demonstration areas, strengthen the demonstration and application of new methods and technologies, promote breakthroughs in green low-carbon technology research and development, and effectively lead and support the realization of peak carbon dioxide emissions's goals. The third is to increase deposits simultaneously, so as to achieve a steady, orderly and safe peak. Based on the endowment of energy resources in the demonstration area, reduce the stock in a safe and orderly manner, control the increment step by step, promote the smooth transition of green and low-carbon transformation, and ensure a safe and orderly peak. The fourth is demonstration and guidance, highlighting the characteristics of regional benchmark models. Gather the superior resources of the Yangtze River Delta region, focus on centralized leading and classified demonstration, build a number of green low-carbon demonstration areas, parks, communities and projects, and accelerate the formation of demonstration leading effect. Fifth, the industry co-governs, condensing the green and low-carbon transformation. Adhere to the government-led and market-oriented system, explore innovative, scientific and reasonable market-oriented and diversified green and low-carbon co-construction system, and promote the whole people to build a low-carbon society.
Leading and classifying demonstration two-way efforts
Near-zero-carbon planning in the living room accelerated.
According to the statistics of relevant institutions, all kinds of industrial parks contribute more than 30% to the economy. At the same time, as industrial energy consumption accounts for more than 60% of the total energy consumption in China, the carbon emissions of industrial parks can reach about 31% of the total national emissions. Under the vision of carbon neutrality in the new era, more attention will be paid to the ecology and carbon neutrality of industrial park construction.
The near-zero carbon special planning of the living room is an important part of the related work in the demonstration area. Yang Wenmin, Vice Minister of Ecological Planning and Construction Department of the Executive Committee of the Yangtze River Delta Demonstration Zone, introduced that the relevant planning aims to integrate the green low-carbon concept and technology into the whole process of planning, construction and operation of the living room of the water town, promote the comprehensive integration and application of near-zero carbon technology products in industries, energy, transportation, construction, consumption, ecology and other fields, vigorously explore the near-zero carbon path of reducing sources, increasing foreign exchange and substituting, and integrally build a leading carbon-neutral zone and model room in peak carbon dioxide emissions that plays a leading role in the region, the whole country and even the whole world. By 2025, the green low-carbon node blocks and functional projects in the living room of the water town will be basically completed simultaneously with the main project, and the carbon emission intensity will obviously decrease. By 2030, the carbon emissions will achieve zero growth, and the ecological carbon sink will obviously increase. The living room of the water town will basically be built into a near-zero carbon demonstration area, and the carbon neutral pilot demonstration technology will be widely used first.
In addition to the centralized guidance of the living room in the water town, in actual operation, the demonstration area also promoted the classification demonstration of different areas. For example, around the origin of the living room in the water town (Fangting Waterhouse, Chuangzhi Engine, Science and Technology Academy, Exhibition Village Garden), we will actively promote the pilot of green and low-carbon advanced technologies, vigorously promote the application of distributed photovoltaic, ground (water) source heat pump, hydrogen energy, biomass energy, near-zero carbon buildings and other technical facilities, and design, build and operate synchronously with key projects around the origin. The construction of 'Three Gardens' (Jiangnan polder, Sangji fish pond and water town wetland) focuses on near-zero carbon building, low-carbon circular three-dimensional agriculture, demonstration and application of ecological carbon sink technology and integrated protection and restoration of water, forest, lake, grass and wet, vigorously implements humidification and greening, continuously improves species abundance and carbon sink capacity, and provides a good ecological experience.
At the same time, we will speed up the construction and development of three industry functional areas such as Yanchuang Ancient Town (Qingpu Jinze), Zhizao Blue Bay (Wujiang Fenhu) and Shuhuiyun Lane (Jiashan Dashun), and deeply integrate the deep energy conservation, renewable energy utilization, comprehensive energy scheme, green comprehensive transportation, green finance, big data empowerment with economy, format and model innovation of the 'three areas'.

Increase the unification of standards
It is worth mentioning that at present, there are different quantitative standards for carbon data collection, carbon reduction path selection, effect evaluation and trading. How to better balance regional and industry economic development in the process of transformation becomes the key.
Guo Ru, associate professor of Tongji University's School of Environmental Science and Engineering, introduced that taking the living room of the water town in the Yangtze River Delta integration demonstration area as an example, it involves two provinces and one city in Shanghai, Jiangsu and Zhejiang, but so far, Shanghai, Jiangsu and Zhejiang have their own carbon emission accounting standards, and some of them are not completely unified. This means that there is still a lot of work to be done.
For this reason, Tongji University takes the lead in many disciplines, and teachers and professional backbones of nearly 12 colleges have participated in this work, including environment, urban planning, architecture, civil engineering, transportation, agriculture, etc. In addition, the working group has joined forces with enterprises such as Three Gorges, China Energy Conservation and Baoye Group to participate.
At the same time, relevant institutions have strengthened the combination of policy empowerment and technical support.
At present, the demonstration area is actively exploring the implementation of carbon emission reduction support and subsidy policies in different fields, stages and sub-regions. For example, by using the special financial funds of the demonstration zone in advance, a certain amount of support will be given to photovoltaic projects implemented in the demonstration zone in advance and incorporated into the national annual scale plan; At the same time, combined with the actual situation of the demonstration area, on the one hand, it will strengthen the introduction and pilot application of advanced low-carbon zero-carbon negative-carbon technologies, on the other hand, it will promote the co-construction of an integrated digital governance platform and a green low-carbon industrial ecosystem. For example, pilot demonstrations will be carried out first in renewable energy development, green transportation and other fields, so as to promote co-construction of carbon inclusive rules, mutual recognition of standards, information sharing and mutual recognition of projects, gradually expand the scope of fields from point to area, and establish an incentive mechanism for carbon inclusive in demonstration areas.
